Based on the project schedule and milestones, the site will be available for initial development in Autumn 2017.

Progress and Milestones

Spring 2017: CEQA Environmental Impact Report

The County will circulate a Draft Environmental Impact Report (EIR) for the Crows Landing Specific Plan during Spring 2017. The anticipated schedule includes:

  • Draft EIR circulated in March/April 2017
  • Public Workshops: April 2017
  • Final EIR circulated: July 2017
  • EIR Certification: Late Summer/Autumn 2017

All CEQA documents and public meeting announcements will be posted on the County’s website for public review.

Status: Ongoing

June 2016 – February 2017: CLIBP Specific Plan

County completes Crows Landing Industrial Business Park (CLIBP) Specific Plan. The Specific Plan includes:

  • Project objectives, goals, and policies
  • Land uses
  • Project and infrastructure phasing
  • Relationship/connections to regional planning efforts
  • Design guidance
  • Implementation strategy
  • Streamlined approval process for site development

Status: Draft Specific Plan completed February 2017.

January 2015 – December 2016: Infrastructure Planning

Stanislaus County completes infrastructure planning documents. Planning includes outreach to nearby jurisdictions and districts to identify both regional solutions for long-term site development. Plans address:

  • ◦Roads and Traffic Improvements
  • ◦Potable/Non-potable Water Supply.
  • ◦Sewer/Wastewater
  • ◦Stormwater and Drainage
  • ◦Dry Utilities (Power and Communications)
  • ◦Airport Layout Plan
  • Airport Land Use Compatibility Plan
  • Financing Plan

Status: All infrastructure plans are complete.

October 2014: Notice of Preparation

  • The Notice of Preparation (NOP) is circulated for review
  • Community Scoping Meetings held in Patterson and Crows Landing
  • Comments received from developers, nearby jurisdictions, and residents. All comments will be addressed in the project-level Environmental Impact Report (EIR).

Status: NOP complete
